New Mexico is replacing BioTrack with a new state-mandated track-and-trace system called NMS2S (New Mexico Seed-to-Sale). This page is your home for everything Flowhub knows about the transition, what you need to do to prepare, and where things stand.
We will update this article as the New Mexico Cannabis Control Division (CCD) releases new information, so bookmark it and check back rather than waiting for an email.

What's new:
Today, August 31st, is the last day to ensure that your Biotrack inventory is up to date. The State will begin migrating your inventory from Biotrack to NMS2S at 12:01am on Sept. 1st.
After your inventory is migrated, you will CONTINUE to make sales in Flowhub that report to Biotrack until Biotrack is sunset on Sept 4.
You will be responsible for reviewing the item-type mapping and manually adjusting/decrementing your packages in NMS2S to reflect sales made in BioTrack when you receive access to the new system on Sept 1. Flowhub is not able to assist you with this process due to the limitation of what we are able to do over API.

Where things stand: Flowhub has completed our NMS2S build and is waiting on the state to provide Production API credentials to third party integrators so we can report your sales to NMS2S by the Sept 4 cutover date. Nothing has changed inside Flowhub yet, and you should keep selling and reporting to BioTrack as normal today.
The CCD's website on the transition should be your source of truth on the transition.
The CCD has indicated that after Inventory is migrated from Biotrack to NMS2S on Sept 1, licensees should review the item-type mapping as the available categories in NMS2S are distinct from those in Biotrack.
The CCD has made clear that from Sept 1 -3, licensees will be responsible for going into NMS2S and manually decrementing quantities from packages that have been sold and reported to BioTrack during this timeframe.
Unfortunately, without Production API credentials received from the state, it will not be possible for Flowhub to assist you with reporting sales to both Biotrack and NMS2S to avoid this burden.
It is also not possible, even after we receive those Production API credentials, for Flowhub to push quantity changes to NMS2S via API. Packages may only be adjusted manually, directly with NMS2S.

What you should be doing right now: working through the Prep Your BioTrack Data Before Migration checklist below, and identifying someone to be responsible for maintaining package quantity parity between Biotrack and NMS2S next week. Your BioTrack records are what get migrated into NMS2S, so their accuracy when the state takes its snapshot determines what your inventory looks like in the new system.
What's Changing
BioTrack has been New Mexico's state track-and-trace system. The state's contract with BioTrack has ended, and the CCD has selected a successor system, NMS2S, built by Real Time Solutions (RTS).
This is a state-driven change that affects every cannabis licensee in New Mexico, regardless of which point-of-sale system you use. It is not a Flowhub change, and it is not optional.
💡 Note: This only affects New Mexico. If you operate in Florida, your stores continue to use BioTrack, and nothing on this page applies to them.
Transition Timeline
The CCD published this timeline in Industry Bulletin 26-09 on August 14, 2026. The CCD describes it as a tentative schedule: "CCD and RTS will endeavor not to change any dates identified in this communication," but "unforeseen circumstances may require certain dates or times identified below to change." We will update this section if the state revises anything.
Two things to understand before you read the table:
This is not a single overnight switch. Non-retailer licensees come off BioTrack first. Retailers keep selling in BioTrack for another week and a half. The legacy system does not actually turn off until September 4.
Your data deadline depends on your license type. The state captures non-retailer data at 5:00 p.m. on August 25. Retail inventory is captured a week later, at 12:01 a.m. on September 1. If you are a retailer, September 1 is your deadline, not August 25.

The windows that will actually bite you
⚠️ Retailers: you cannot receive inventory during the transfer downtime, expected to last until around September 2. You can keep ringing sales the whole time. But per the CCD, retailers "will not be able to receive inventory until multiple transition steps are completed" and should "consider the inventory needs of their businesses in advance of the anticipated transfer downtime." That is potentially a week or more without restocking. Look at your fastest-moving SKUs now and get those transfers received and accepted early.
The CCD is also explicit that this restriction is narrow: it "does NOT mean that licensees cannot engage in all other standard permissions permitted under the license type." You are not shut down — you just cannot bring in new inventory. Keep accurate records of what happens during the window, because "any changes made during this period will be reconciled within the NMS2S system once they gain access to their inventory."
⚠️ Retailers: your real data deadline is the night of August 31. The CCD's instruction is direct: "Please be sure to have synchronized your retail inventory with the BioTrack traceability database before that night." The snapshot happens at 12:01 a.m. on September 1. Whatever is in BioTrack at that moment is what shows up in NMS2S.
⚠️ Labs and anyone waiting on results: samples cannot be received August 25 through August 31. If you have product that needs a finished product test before it can move to retail, submit it early enough to clear the lab before the shutdown, or plan for it to sit until the week of August 31.
⚠️ Everyone: September 2 through September 4, retailers are running two systems at once. Sales happen in BioTrack, new transfers arrive in NMS2S, and it is on you to keep the NMS2S numbers accurate. The CCD's instruction for this window: "During this period where Retailers have access to both BioTrack and NMS2S inventories, the NMS2S inventory should be adjusted down to account for sales made in BioTrack." Decide now who owns that reconciliation and how they will record it.
💡 Tip: Do not wait until the last week to start reconciling. Discrepancies that involve a supplier, a transfer, or a physical recount take days to resolve, not hours.
Prep Your BioTrack Data Before Migration
This is the most important thing you can do right now.
Only the data that exists in BioTrack will be migrated to NMS2S. BioTrack is the source of truth for this migration. That means the accuracy and completeness of your BioTrack records when the state takes its snapshot will form the basis of your inventory in the new system. Anything wrong, stale, or unresolved in BioTrack carries forward into NMS2S.
📌 Know which deadline is yours:
Producers, manufacturers, and testing laboratories: August 25, 2026 at 5:00 p.m.
Retailers: before the night of August 31, ahead of the 12:01 a.m. September 1 snapshot. Do not let the later date make you complacent — everything below takes days, not hours.
⚠️ Important compliance note: The CCD has specifically stated that licensees should not make adjustments solely for the purpose of preparing for migration. Every adjustment you make must accurately reflect your actual inventory or activity and must be otherwise permitted under applicable requirements. Work with your compliance officer and follow your dispensary's SOPs.
Step 1: Reconcile your physical inventory against BioTrack
Log in to BioTrack Traceability and run a Current Inventory report. The CCD specifically recommends pulling this report directly from BioTrack and using it as the basis for your review.
Conduct a physical count of your inventory.
Compare the physical count against the BioTrack report and address any discrepancies in accordance with applicable requirements.
Review all packages, harvests, and other tracked inventory to confirm the records accurately reflect the current status and location of your cannabis and cannabis products.
Step 2: Clear your discrepancies in the Flowhub BioTrack tab
The BioTrack tab in Maui is the fastest way to see where Flowhub and BioTrack disagree. Work the list down to zero before your snapshot date.
Navigate to Inventory and select BioTrack.
Filter by Discrepancy Type and work through one type at a time:
Active Pkg Not in Flowhub — a package is active in BioTrack but missing from Flowhub. Import it so it is accounted for.
Not Found in BioTrack — inventory exists in Flowhub but not in BioTrack. Often test data from onboarding or a mistyped package tag. Investigate and clean it up.
Quantity — the package exists in both systems with different quantities. Physically count, correct your source-of-truth system, then bring the other into alignment.
Finished Package is Active in Flowhub — the package is finished in BioTrack but still has inventory in Flowhub. Resolve it before migration so you are not carrying a dead package tag forward.
Select Sync from BioTrack and confirm the discrepancy has cleared.
💡 Tip: If every package shows Not Found in BioTrack, your BioTrack API credentials are likely missing or expired. Fix that first, then re-sync.
Step 3: Make sure every sale has been reported to BioTrack
Unreported sales are one of the easiest ways to end up with a bad opening inventory in NMS2S. Sales sitting in Flowhub that never made it to BioTrack will not be reflected in what the state migrates.
Confirm Live Sales Push is enabled in Store Settings.
Confirm Automatically Report Any Unreported Sales Nightly is enabled, and review the unreported sales list for anything stuck.
In the BioTrack tab, enable the Include Unreported Sales filter to surface packages with sales that have not yet been reported.
Clear any remaining unreported sales before your snapshot: 5:00 p.m. August 25 for non-retailers, the night of August 31 for retailers.
⚠️ Retailers: you keep selling in BioTrack until September 4, so keep watching this list right through the transition window. Sales you ring on September 1, 2, and 3 still need to land in BioTrack, and anything unreported at cutover becomes a reconciliation problem in NMS2S.
Step 4: Close out open transfers and outdated records
Review transfers and other outstanding transactions to confirm completed activity has been accurately recorded.
Check for manifests that were received physically but never accepted or imported.
Close or complete outdated records that are no longer active but remain open in the system, where appropriate.
Avoid letting unresolved records or data discrepancies accumulate as the transition date approaches.
⚠️ Time-sensitive: transfer downtime is expected to run from August 25 at 5:00 p.m. until around September 2. Non-retailers lose BioTrack access entirely at that point, so anything you need completed on their side has to be done before the cutoff. For retailers, the CCD states that "no transfers from other retailers should be sent or accepted through BioTrack after" 12:01 a.m. on September 1.
Step 5: Review your NM-PLUS account and license information
This step is easy to skip and will cost you access on day one if you do.
Your existing BioTrack user accounts will not be migrated to NMS2S. New user accounts have to be created in the new system.
At launch, the primary controlling person identified in your NM-PLUS account will be established as the initial system administrator for your license. That person will then be responsible for creating and managing everyone else's access.
Log in to NM-PLUS now and confirm your primary controlling person information is accurate and current. Make any updates as soon as possible, well before the transition.
While you are there, review your license and facility information and flag anything that appears inaccurate or outdated.
Step 6: Get your team ready
Make sure the appropriate employees are familiar with your current inventory records and are prepared to assist with reconciliation before and after the transition.
Identify who at your business owns track-and-trace reconciliation during the migration window — including the September 2 through September 4 stretch when retailers are working in two systems at once.
Watch for the CCD's user training manuals. Bulletin 26-09, issued Friday, August 14, said the CCD "anticipates making user training manuals available early next week," distributed through Industry Bulletins.

What Changes in NMS2S After Launch
NMS2S is a different system, not a rebranded BioTrack. The CCD has said it is designed to align system workflows more closely with existing regulatory requirements, which means some functions that were available or less restricted in BioTrack will operate differently.
The CCD has specifically reminded licensees that the availability of a function within BioTrack did not, by itself, authorize activity that was otherwise inconsistent with applicable statutes or rules.
Here is what the state has confirmed so far...
Products already on the shelf
Bulletin 26-09 states: "All products on the market for sale to consumers will be grandfathered into the successor system."
That is the full extent of what the CCD has published on this. It reads as covering product already on retail shelves for consumer sale.
The CCD has not addressed how grandfathering applies to product still sitting in producer or manufacturer inventory — which is where the new testing and sale-ready product rules below bite hardest. If that affects you, contact the CCD rather than assuming.
User accounts
BioTrack user accounts will not carry over. New accounts must be created in NMS2S.
Your NM-PLUS primary controlling person becomes the initial system administrator for the license and manages access from there.
Courier tracking
Couriers will be provided with track-and-trace accounts, so cannabis deliveries involving couriers are tracked directly in the state system.
Deliveries made using licensed couriers or a licensee's internal couriers will be required to be tracked through the system.
Testing and sale-ready products
NMS2S more clearly distinguishes products ready for retail sale from products still in cultivation, manufacturing, or processing.
Sale-ready products will be identified as either Packaged Products or Deli Style Flower. Applicable testing requirements must be completed before a product can be converted to one of these types.
A finished product test meeting the requirements in 16.8.7.15 NMAC will be required before a package can be transferred to a retail location.
Testing applies to the product in the form in which it will be transferred for retail sale. If a tested product is processed further or changes form, including through the addition of new ingredients, it requires a new finished product test before it can be designated sale-ready and transferred to retail.
Plan around the lab gap. Because labs cannot accept samples from August 25 through August 31, product that needs a finished product test before it can move to retail should be submitted well before the shutdown.
Producer inventory
Inventory associated with a production license will be limited to Deli Style Cannabis, Bulk Flower, Bulk Trim, Clones, Seedlings, and Seeds.
Existing producer inventory will migrate as currently recorded, but after the transition producers will no longer be able to receive inventory types other than those listed above.
API and third-party integrations
Per Bulletin 26-09, API materials for connecting third-party point-of-sale systems are now available to POS providers. Flowhub has these materials and is building against them.
API materials for everything else are not available yet. The CCD states that API materials for third-party systems supporting "all other processes, such as third-party inventory management systems will not be available until after the launch of NMS2S." No date has been given.
What Flowhub Is Doing
Our commitment is straightforward: keep you compliant and keep you selling.
We have the POS API materials. The state has released the third-party point-of-sale API materials to providers, and we have engineers assigned and actively building against them.
We are testing against the state's environment. This lets us validate real workflows rather than guess from documentation alone.
We are building for the phased cutover, not just launch day. The September 1 through September 4 stretch, where retailers sell in BioTrack while receiving inventory in NMS2S, is the trickiest part of this timeline. We are working through what that looks like inside Flowhub and will publish specific instructions here before you need them.
Our priority is preserving what you use today. Reporting your sales, validating medical cards and purchase limits, and supporting delivery are all in scope and covered by the POS API materials we have.
Inventory import will follow the state's timeline. The CCD has said API materials for inventory integrations will not be released until after NMS2S launches. We will build that as soon as the state makes it available, and we will tell you here what to expect in the meantime.
Nothing changes in Flowhub before the state migrates. Keep operating exactly as you do now. When the switch happens, the Regulator tab in Maui will point at the new state system instead of BioTrack, and we will publish setup instructions here before you need them.
💡 Note: Because NMS2S is a genuinely new system, some workflows will not map one-to-one from BioTrack. As we confirm specifics through testing, we will document exactly what changes in Flowhub on this page, well ahead of launch. We would rather tell you late and accurately than early and wrong.
Frequently Asked Questions
Will Flowhub still work for me after the transition?
Yes. We have the state's point-of-sale API materials, we have engineers assigned, and we are building and testing the NMS2S integration now. New Mexico is a state we intend to keep supporting fully.
Do I need to do anything in Flowhub right now?
Yes, and it matters. Work the prep checklist above. Your BioTrack records are what the state migrates, so clearing your discrepancies now directly determines how clean your inventory looks in NMS2S.
When is my data deadline?
It depends on your license type. If you are a producer, manufacturer, or testing laboratory, the state backs up your BioTrack data at 5:00 p.m. on August 25. If you are a retailer, your inventory is captured at 12:01 a.m. on September 1, and the CCD asks that you have synchronized your retail inventory with BioTrack before that night.
Will I lose my Flowhub data?
No. Your products, inventory, sales history, customers, and reporting stay in Flowhub. This transition changes which state system Flowhub reports to, not your Flowhub account.
Do my BioTrack logins carry over to the new system?
No. Existing BioTrack user accounts will not be migrated. New accounts must be created in NMS2S, and your NM-PLUS primary controlling person will be set up as the initial system administrator for your license. Confirm that person is correct in NM-PLUS now.
Can I keep selling during the transition?
Yes. Bulletin 26-09 confirms retailers can continue conducting compliant dispensing through BioTrack after the August 25 shutdown of non-retailer access. Retail sales stay in BioTrack until the legacy system is turned off at 12:01 a.m. on September 4, at which point all sales move to NMS2S — including sales made through POS API integrators.
What downtime has the state announced, and what can't I do?
Non-retailer licensees come off BioTrack after 5:00 p.m. on August 25 so the state can back up BioTrack data. Transfer downtime is expected to last until around September 2, which means retailers cannot receive inventory during that window even though they can keep selling. I'm a retailer. What do I do between September 2 and September 4?
You will have access to both BioTrack and NMS2S. Per the CCD, sales must still be conducted through BioTrack during this window, while new inbound transfers are received in NMS2S. That means you will need to adjust your NMS2S inventory down to account for the sales you ring in BioTrack. Assign someone to own this before September 2 arrives.
Do I need to retest or pull product that's already on my shelves?
The CCD has said that all products on the market for sale to consumers will be grandfathered into the successor system. It has not published any detail beyond that one sentence, and it has not addressed product still held in producer or manufacturer inventory. If you have untested or unconverted stock upstream of retail, contact the CCD.
Is there training for NMS2S?

Will everything in Flowhub work exactly the same afterward?
Most of it, but not all. NMS2S is a different system with different rules, and the state has said some functions that existed in BioTrack will behave differently, or will not be available immediately at launch in September.
